政府の失敗や、支援の行き届かなさが決して映像に映されないのは、それが政府と市民の信頼関係を損ねるものだからで、市民のあるべき振る舞いとして政府に信頼関係を寄せることが「良い」振る舞いであるとされることには、理由が存在していない。それゆえ、それは美学的な態度である必要がある。
